COUNTRY LEVEL DATA ANALYSIS

 

 

 

APN+ with its networks across the region has developed an information platform for Monitoring Access to Treatment in Asia (MATA). The goal of the platform is to document, monitor, and advocate issues related to PHILV’s access to treatment, care, and support in the region. The platform initially focuses on seven countries: Bangladesh, Indonesia, Lao, Nepal, Pakistan, Philippines, and Vietnam.

Community Access to Treatment Study (CAT-S) is one of the components of MATA. It was designed and implemented during 2012 – 2013 with an objective of monitoring and documenting the issues related to PLHIV’s access to HIV treatment, care, and support services in Asia and the Pacific region.

The first phase of the study did focus on establishing observational baseline of the current status of different HIV treatment access issues. With the objective of monitoring longitudinal changes on the trends in access to treatment, a CAT-S Phase II study is currently being implemented.

GWL-INA Network is looking for a capable consultant to work with GWL-INA Network and APN+ to develop in country data analysis for Indonesian region bases and is expected to be completed in the month of September 2016 and is for the maximum of 20 working days. Specifically, the following services that are expected to be provided by the consultant:

  1. Data cleaning
  2. Conducting data analysis workshop
  3. Preparing country CAT-S-Phase II study report
  4. Assisting in data dissemination

Key Qualifications:

  1. Minimum of 5 years relevant research experience in community-based health and in the field of HIV/AIDS.
  2. A minimum of a university degree in public health and or related field (health/research/epidemiology/etc.)
  3. A proven track record in research writing, including but not limited to at-least two publications on peer review journal with Impact factor greater than 2 by the application as a main author. The publication should be attached in the application while applying for this task.
  4. Strong knowhow of technical writing and very good command of written English. The applicant has to be able to share two full research write –up work conducted within past 5 years (to be attached with the application)

Task Details:

  1. Data cleaning:

The dataset for Indonesia is stored at a server that can be accessed by GWL-INA Network SR coordinator. The consultant is          expected to check completeness of data, perform data cleaning, transpose etc and make it ready for analysis

  1. Data analysis framework:

The consultant is expected to prepare a data analysis framework by performing early analysis and cross-tabulations, possible        trend analysis (in comparison to the Phase I data-to be provided by APN+-) and to run associations between independent and        outcome variables. The framework should be country specific and at minimum should contain the areas outlined in attached          annex.

The plan should be submitted to APN+ and approved before the full analysis and data analysis workshop

  1. Data analysis planning workshop:

A 3-day workshop should be planned and implemented by the consultant with support of SR coordinator from GWL INA Network. The objective is to discuss and detail country specific data analysis plan. During the workshop, the consultant with representatives from National PLHIV networks will review the result of preliminary analysis and identify areas of focus/interest  for analysis and reporting. The initial data analysis plan agreed with APN+ will be guiding the discussion on the data analysis approach, study report formats, and other key data questions and considerations. This preparatory workshop will also discuss the background on selection of each of the research variables/parameters and connect it with the specific section in the  questionnaires.

 At the end of the workshop the participants are expected to agree on a report format, and on a detailed data analysis plan             including the timeline for the in-country processes. Suggested specific objectives of the workshop could be at the                   minimum the following:  

  • To share the thinking process behind the design of the study, variables for phase I and phase II of the study and also the methodology used
  • To build consensus on data analysis approach and develop a data analysis plan.
  • To make participants familiar with the dataset, indicating data analysis, and interpretation of information.
  1. Data Analysis and report writing:

As per agreed data analysis plan, the consultant is expected to run descriptive analysis, cross tabulation and analyze strength of association, bi- variable and multivariate analysis logistic regression analysis and prepare a report according to the guidance presented in the annex (the guidance is a minimum expected parameters and can be expanded according to the country context.

  1. Dissemination and advocacy workshop:

In coordination with GWL-INA Network SR coordinator, the consultant is expected to plan and conduct a one day data dissemination and advocacy workshop. The consultant is responsible to prepare a 5-page study summary, presentations and key recommendations (advocacy agenda).

 

Supervision:

The Consultant will report to GWL-INA Network SR program coordinator and liaise with APN+ Global Fund Grant Manager.

Deliverables and Outputs:

  1. One cleaned dataset of all the variables including those that are required to be cleaned and transposed to make the analysis ready.
  2. First draft of data analysis framework approved by APN+ and final draft of data analysis plan (after the initial data analysis workshop) approved by APN+
  3. Final Phase II CAT-S report approved by APN+
  4. Report summary and presentations for dissemination workshop
  5. Two page task completion sheet to be signed and approved by APN+

Time Scheduling:

The consultant will be contracted for a maximum of 20 consultancy days over the period of  September 1 to 30, 2016.

The selected consultant will be engaged within starts in September 1st, 2016. The selected consultant is expected to coordinate with GWL INA Network Secretariat.
